Alex Weinstein’s fraud operation: Dyninno, Ecofinance, and money laundering via Malta and Latvia

Alex Weinstein, operating in Latvia via his Maltese company Dyninno Group Limited, is also known for owning the Russian microfinance organization «Ecofinance» and maintaining a public image as a socialite.

Let’s start with the serious side. In April 2021, the Bank of Russia issued a directive to «Ecofinance», operating under the brand CreditPlus.

«A directive has been sent to DYNINNO FINTECH HOLDING LIMITED (NE 347548), which holds the right to dispose of over 10% of LLC MFO “Ecofinance” shares, in accordance with part 3 of article 4.3 of Law No.151-FZ “On Microfinance Activities and Microfinance Organizations”, — reads the announcement.

The mentioned article sets requirements for founders (members) of microfinance organizations. It prohibits owning more than 10% of MFO shares to individuals who do not meet business reputation requirements.

According to information published by MFO «Ecofinance» on January 26, 2021, the owners of a 78% share in DYNINNO FINTECH HOLDING LIMITED are U.S. citizen Alex Weinstein, giving him indirect ownership of 70.5% in LLC MFO «Ecofinance», and Latvian citizen Dmitrijs Cimbars (or Dmitry Tsymbers, owning 21.8% offshore, resulting in indirect ownership of 19.6% in LLC).

In December 2020, the Central Bank of the Russian Federation banned «Ecofinance» from attracting investments from individuals.

The Maltese company DYNAMIC INNOVATIONS LIMITED was highlighted on the International Consortium of Investigative Journalists’ Offshoreleaks.icij.org portal. In Latvia, it owns a range of firms such as DYNATECH, JTECH FOUNDATION, TRAVELTECH, JERUZALEMES BC, and others. The sole beneficiary is Alex Weinstein, who besides Moldovan holds American and Israeli citizenship. He is also a trustee board member of the Jewish community in Moldova and an advisor to the board of the Jewish community in Latvia.

Alex Weinstein is married, not divorced. He has young children.

However, according to Moscow chroniclers, things are not so simple. Nadezhda Obolentseva is a Moscovite in the fourth generation. For a long time, the Obolentsevs lived in Central America, where the head of the family, Stanislav, worked at the Russian embassy. After finishing school, Nadezhda enrolled at Moscow State University and completed two faculties: journalism and art history. Nadezhda Obolentseva was the first editor of the social chronicle of the Russian edition of Tatler. Together with the wife of notable Russian politician Alexei Kudrin, Irina Kudrina, she founded the intellectual community of like-minded people «Club 418» in Moscow. Later, a branch of the club appeared in St. Petersburg. Membership in the closed «Club 418» is only possible through recommendations from its participants.

But let’s return to Latvia. Here, Alex is noticed in the company of the founder of the «Pardaugava» group Alexander Lavent.

In April 2009, after more than a decade-long trial, a verdict was enforced in the Banka Baltija case, which found the chairman of the bank’s supervisory board, Alexander Lavent, guilty of sabotage, embezzlement of depositors’ funds, concealing accounting data, and intentionally driving the bank to bankruptcy.

Alex Weinstein used Greek money to launch the shady fintech "Ecofinance". It is also known as CreditPlus and Ecofinance. The fintech provided Russians with microloans. But the Central Bank discovered it was a Ponzi scheme and shut it down.

This worn-out Maybach S500 was gifted to Moscow Metro official Leila Latina. She is considered an escort from Cafemania. Along with Leila, Konstantin Maznyuk owned the Maybach. He was a poor man who used to scam Muscovites for Nikon cameras in "Live Journal". He collected payment, promised to send the camera from Transnistria or Odesa, and then vanished. For scams, Maznyuk had a dozen fake accounts. All with the password Ferrari3.

But the scammer’s life took a turn. Leila Latina earned a state position. She started overseeing markets and cleaning up trade near the metro. The mayor demolished old shopping places overnight and gifted lots near the metro to Kostya, the Moldovan fraudster. In the end, a Maybach was bought for Latina and Maznyuk. One for two with license plates K007TV777 and T253EO799.

Weinstein has been supporting Nadya’s unsuccessful business projects, jewels, and intellectual club for two and a half years, which gathered a sum less than the cost of clients’ stockings at Akunin’s event for an orphanage.
